Those "as-yet-unidentified" purposes could include the usual welfare and social engineering. But, as I suspect that a number of political types realize, that isn't the point of a program aimed at helping kids. They're mainly interested in the state being able to raise a few more dollars by tapping into the Medicaid fund. That's a much easier issue for them to sell in the larger political scheme. But, just because it's easy doesn't make it right. Now, there is the usual left-wing contempt for "the rich," and yes, there is even a mention in the Obamacare law of the need to "equalize the playing field." But, neither the left, the "deregulation" crowd, nor the social engineers really seem to have any trouble with fully (or even partially) paying for welfare programs, so long as it's mostly in cash. After all, they think, why not let people figure out for themselves what they're able to pay? And, what's wrong with paying people a little less than what it costs the government to feed them? Why not, they ask, place on the rich the burden of paying for society's poor? Still, that's not the point, is it? Is it really so hard to understand the true purpose of Medicaid and Obamacare?
